In 1976\, he joined the San Diego Metropolitan Transit Development Board (MTDB) as the agency’s Director of Planning. In 1979\, he was promoted to General Manager\, a position he held until 2003. \nAfter his time at MTDB\, Tom spent two years as Chief Deputy Executive Director at SANDAG.
